One of the good sources for link building is Google alerts.
Create Google alert with your keyword and will get a lot of relevant sites where you could try to put your links.
Now contact with owner of the site and offer him link exchange ot any other option.
Google page rank update was yesterday on 07/11/11.
No big news on this update.
New sites got good page rank, some of old sites also increased page rank, but number of sites also dropped a little bit.
